Session 6C: Shining Some Light on Great Investments for Taxpayers' Dollars!

Session Description: This session will review the development and implementation of one of the largest U.S. LED streetlight upgrade projects. This highly unique program engaged more than 30 municipalities around Philadelphia in a single group procurement and installation effort. The DVRPC and its lighting technical advisor, KLS, collaborated in the development of the Regional Streetlight Procurement Program (RSLPP). Liz Competillo (DVRPC) will review the program’s goals, structure, and management. Mike Fuller (KLS) will review the unique technical approaches used with lighting specification, evaluation, and procurement. Starting in 2015, the Delaware Valley Regional Planning Commission (DVRPC) engaged municipalities in the four counties surrounding Philadelphia to join together in a group procurement effort for upgrading street lighting to LED technology. More than 30 municipalities joined this effort, and the Regional Streetlight Procurement Program (RSLPP) was born. By the end of 2017, the program will result in the update of 25,000–30,000 outdoor lighting fixtures to LED technology with many communities adding new control systems. The estimated program size is $10–15M.

Speaker Bios:

Liz Compitello is a senior research analyst at the Delaware Valley Regional Planning Commission in Philadelphia. Liz leads and manages DVRPC’s energy implementation work, providing programmatic and technical support to municipalities to aid the implementation of best practices for energy management, renewable energy development, and response to climate change in municipal operations and the entire community. Liz worked with DVRPC’s partners to develop and manage DVRPC’s Regional Streetlight Procurement Program, a multi-municipal effort to transition municipal streetlight infrastructure to LED in southeastern Pennsylvania. Liz received her master’s in regional planning from the State University of New York at Albany while working as a fellow with the New York Climate Office and NYSERDA to develop the state’s Climate Smart Communities program.

Mike Fuller founded Keystone Lighting Solutions (KLS), a lighting design and consulting firm, in 2009. KLS is a highly specialized firm focused on the design, development, and project management of lighting upgrade projects. KLS has also developed industry-unique approaches to lighting application standards development, Strategic Procurement Solutions™, and large program management. Mike previously held national positions with National Energy Services as the vice president of sales & marketing and WESCO Distribution as the national sales manager for lighting solutions. He is Lighting Certified (LC) by the National Council on Qualifications for the Lighting Professions and is a member of the Illumination Engineering Society of North America. Mike received a bachelor of science in industrial management and bachelor of science in economics from Carnegie Mellon University.
